In the outsourcing world, where English language skills is very important, the Philippines (which is supposed to be a contender for the top spot) is reported to be starting to lag. If that is the case, other countries which are working hard to catch up and get a big slice of the BPO pie, will probably overtake the country within a few years, if it will not drastically reform and reorient its educational curriculum.
It won't be long and the country's outsourcing firms will be scrapping the bottom of the talent barrel.
